Overhaul of the food assistance program of an organization fighting poverty

Context

For the past few years, our client has been considering how to evolve their food assistance program. Faced with an inflationary context that has led to a massive increase in the number of beneficiaries, our client has decided to accelerate this project to overhaul their food assistance program.  

The food aid reform project focused on four components: eligibility criteria, allocations, meal composition, and beneficiary pathways. The first two components were prioritized, with a view to implementation by the end of the year. 

Objective

The mission was to support the association in redesigning its food aid program to better meet the increasing and evolving needs of beneficiaries, while ensuring its economic sustainability. This involved defining and prioritizing changes related to eligibility criteria, funding allocations, meal composition, and beneficiary pathways, and then securing their operational and budgetary feasibility and implementation within a tight timeframe.

Our approach

The approach was structured around four stages:  

1/ Conducting a diagnostic assessment, based on various sources: internal and external individual interviews, field visits to reception centers, survey of all volunteers/employees of the association, study on the nutritional needs of beneficiaries 

2/ Defining the guidelines for the new food aid program through workshops with the Bureau, the project committee, and a panel of 40 field volunteers  

3/ Budgetary estimate of the different potential approaches for the association's new food aid 

4/ Choice of the new aid guidelines by the Board and the Executive Committee of the association, taking into account budgetary impacts, feasibility and recommendations resulting from volunteer consultations 

Results

  • Defining the evolution of food aid within a tight timeframe  
  • Approval of changes by the Executive Committee and the Board of Directors  
  • These changes will be rolled out to the application by the end of the year. 
  • Continued support from Vertone on the framework for the two other components of food aid: meal composition and the beneficiaries' pathway
